Purpose of Post:
Provide professional planning and environmental input and support on a wide range of activities including dealing with applications for major infrastructure applications, Local Development Plan (LDP) examinations, Environmental Impact Assessment (EIA) and produces decisions or Reports on appropriate casework. The post holder will be required to effectively review evidence and produce soundly reasoned, impartial decisions, or recommendation reports to Welsh Ministers, that are expressed clearly and concisely in plain English. The post holder will also help to deliver PEDW’s response to changes in policy, legislation and caselaw. The post holder will also develop their own subject matter expertise to increase capability, planning knowledge and resilience within the team.
Key tasks:
Operational Delivery
- To lead and provide planning and environmental support on projects throughout the relevant major infrastructure consenting regimes determined by Welsh Ministers, including pre-application environmental advice to developers and other stakeholders.
- To act, with support, in assessing and responding to Applicants, other stakeholders, Inspectors and PEDW case teams on technical aspects of Environmental Impact Assessments (EIAs) and Habitats Regulations Assessments (HRA).
- To manage assigned projects and deliver core products such as; screening directions; scoping directions; Environmental Statement (ES) reviews; HRA reviews.
- To support and advise Inspectors, Appellants/Applicants and case officers on EIA matters relating to casework in making screening decisions writing Screening Directions, determining adequacy of Environmental Statements and with support making requests for further environmental information.
- Provide advice and support to Applicants/Appellants to ensure that technical information required for determining requests for EIA screening and scoping opinions for EIAs is robust and appropriate.
- To mentor others, supporting with their personal development objectives, providing coaching and other support including training in activities related to their role as required.
- Effectively evaluate and review evidence from all parties in relation to relevant casework, assimilate complex, opposing and contradictory written evidence in reaching planning judgments.
- Reach soundly reasoned impartial judgments, and report on your recommendations or make decisions on behalf of the Welsh Ministers which are evidence-based and expressed convincingly, and concisely in plain written English.
- Provide professional support for Local Development Plans including discrete tasks and/or support for Inspectors during the examination process such as initial scoping of plans, review and analysis of representations.
- Deliver allocated casework within time and quality standards.
- Support PEDW’s response to changes in policy, legislation and caselaw, on request providing both structured and informal advice on new and emerging issues, across a full range of policy areas and casework types.
- Draft complex technical advice for a range of professional decision-makers, ensuring it is accurate and legally compliant.
- Review updates to content of advice, ensuring accuracy, identifying any gaps in provision, and developing new content in response to business needs.
- Undertake specific research projects in areas of complex or novel casework.
- Develop own subject matter expertise of the application of policy and legislation to deliver increased capability and resilience within team and beyond.
- Provide content for training programmes and deliver this where required to case officers, Inspectors or stakeholders.
- Undertake post decision complaint investigations and considering claims for reimbursement under the organisation’s policies, providing detailed reasoning and conclusions.

The following stages will be used to sift and select suitable candidates:
Stage 1) Sift: Recruitment Panel will sift submitted CVs. The CV will be used to assess their experience relevant to the role in line with the Experience element of Civil Service Success Profiles. Those candidates that demonstrate sufficient relevant experience will be invited to interview
Stage 2) Interview: Following stage 1, successful candidates will be invited to attend an interview via MS Teams. The interview questions will be used to assess the Behaviours and Technical elements of Civil Service Success Profiles relevant to this role. The Technical elements being assessed are those relevant to the above job specific criteria.
Assessment and selection - Candidates that pass both the sift and the interview will then be ranked in merit order based on their interview scores.
The highest scoring candidate will be offered a permanent post.
If another permanent post does become available, the next highest scoring candidate will be offered that post.
After all permanent posts have been filled, the next highest scoring candidate will be offered the fixed term post.
Where more than one candidate has the same total score, their technical knowledge in relation to the following essential criteria will be used to determine merit order:

Purpose of Post:
To carry out a full range of appeals and/or other casework through the written representation, hearing, inquiry and examination procedures. Subject to training, this work includes Development Plans, Infrastructure, S78 planning appeals and other major casework plus Enforcement. Such work will be delivered in line with timeliness targets and to the required quality standards.
Key tasks:
- To conduct and determine appeals and other casework. This could include planning appeals, enforcement appeals, environmental casework (rights of way, common land, high hedges, TPOs etc), the examination of Development Plans, Community Infrastructure Levy schedules, Infrastructure Projects and other casework as required. Training will be provided when necessary, dependent on business needs.
- To identify, understand, analyse, and test relevant facts and evidence (including taking evidence on Oath where relevant) in order to reach well-reasoned and justified decisions and recommendations on planning appeals and other casework.
- To understand and correctly apply relevant legislation, caselaw, policy, guidance, and procedures when carrying out casework.
- To determine the appropriate procedure for public events (i.e. written representations, hearing, inquiry or mixed procedure) having regard to principles of natural justice and to identify in advance the scope of the discussion at that event.
- To independently conduct public events (including multi-day hearings, inquiries, examinations and accompanied site visits) in an efficient, inclusive and authoritative manner using plain language and in accordance with relevant statute, procedural rules and guidance, and in compliance with the Welsh language standards.
- To complete appeal decisions and any other work in line with timeliness targets and to the required quality standards.
- To work alone as an independent decision-maker seeking advice where necessary.
- To lead, manage and work effectively with Programme Officers and Assistant Inspectors, including when examining Local Plans and Community Infrastructure Levy schedules.
- To manage casework effectively, working with professional and administrative staff, managers and where relevant Programme Officers.
- To provide leadership and management by supporting and mentoring other Inspectors
- To participate in the recruitment, assessment and selection of new Inspectors.
- To demonstrate integrity, objectivity and impartiality at all times, clearly applying the principles of openness, fairness, and transparency.
- To maintain and develop professional skills and capability by undertaking appropriate training and other development opportunities, including on own initiative.
- To act in an advisory capacity to other government divisions, using specialist knowledge, skills, and experience to help develop policy.
- To help develop the skills and capability of other Inspectors, including through becoming a Subject Lead, preparation of training materials, delivery of training, mentoring, and the quality assurance of reports and decisions.
- To assist in the management of the organisation through the development and improvement of procedures and working practices, including through participation in, and leadership of, projects.
- To carry out administrative functions in accordance with current office guidelines and procedures
- To use IT effectively to conduct casework and manage administrative matters.

Job Specific Criteria
- Substantial career experience gained over a number of years in a land use planning based profession. As well as land use planning, this could include architecture, engineering, surveying, law or other professions where the experience and responsibility is clearly land use based. This experience should include responsibility for decision making or project management.
- Ability to assess highly complex and detailed information and evidence in order to reach well-reasoned and balanced conclusions demonstrating sound judgement and the correct application of relevant planning law, policy and guidance. Ability to assess and test evidence at hearings, inquiries and examinations.
- Ability to conduct site visits, hearings, inquiries and examinations effectively and efficiently in an inclusive, confident and authoritative manner, in compliance with the Welsh language standards, using plain language and following the correct procedures and demonstrating a very high level of leadership and management skills. Ability to communicate effectively with all parties, including members of the public who may have little experience of the relevant casework.

A personal statement with their evidence and examples against the competencies and job specifics in the advert (no more than 1750 words in total).
A up to date CV (no more than 2 pages) through our recruitment portal addressing the job specific and desirable criteria, setting out their qualifications, knowledge and experience relevant to the role.
The following stages will be used to sift and select suitable candidates:
Stage 1) Recruitment Panel will sift submitted personal statements and CVs. All candidates meeting the job specific essential criteria will proceed to Stage 2.
Stage 2) following stage 1 successful candidates will be invited to undertake a written test at home within a specified time limit (details will be provided once through to this stage). This will be assessed and only candidates who pass this stage will proceed to Stage 3. Candidates will be sifted based on the written test.
Stage 3) following stage 2 successful candidates will be invited to attend an interview in person at Cathays Park, Cardiff. Before the interview candidates will be invited to give a short verbal presentation to the panel (details will be provided once through to this stage). The interview will follow immediately afterwards and will consist of both technical and behavioural competency questions to assess your suitability for the post.

The main immediate purpose of this role is to support and organise and liaise with high-level government officials
Structure of the Role - Ideally 1-2 times a week in the office but the rest will be the remote base. (Office
Responsibilities will include:
1. Plan and organise a programme of public events that complement the work of the organisation and boost the profile of the think tank• Create a pipeline of public events generating new ideas for event themes and formats to drive impactful engagement: in-person events and conferences, receptions and webinars
- Manage all aspects of each public event in the calendar from conception to delivery including contracts with venues and events suppliers, speaker liaison, attendee outreach and guest list management
- Write event blurbs and invitations as well as briefings and event/sponsorship proposals
- Manage the organisation’s YouTube channel to deliver live streaming during the events, or liaise with the relevant AV teams in place
- Plan and oversee the delivery of flagship events and sponsored activities such as the major annual Party Conference programme
- Schedule posts and event promotions on social media channels
- Manage and update mailing lists for the organisation
- Manage outreach for events via the website, direct mails and social media in order to grow the visibility and followers
- Be the main point of contact for event sponsorship
